No. Many of the hotels in the airport area have free shuttles, but not the downtown properties. If you go to the bwiairport.com web site you can review the options for getting into town from the airport.
BWI to the Sheraton Inner Harbor
Take the Light Rail to Camden yards and then walk the two blocks to the Sheraton. The light is less then $2/person and it takes about 20 minutes.
