Need a decent area hotel and reasonable, for wedding in August. There are 4 of us. Coming from NY and do not know the neighborhoods. Will rates go up by spring and should I book now?

August sees a lot of conventions, etc. You should consider booking early.

If you post your exact travel dates and what you consider ';reasonable'; it%26#39;s easier to give recommendations. Where is the wedding being held?
We are coming down Aug 28. The wedding is the 29th. Leaving the 30th. Inner harbor but we can%26#39;t afford that.
We are seniors on a fixed income and need to economize but stay in a decent area too.
looking for around $75 and no more than $100.

I don%26#39;t think these rates are going to be possible in August - at least, not in the Inner Harbor. You might extend your search into the suburbs (Timonium or Hunt Valley) or even try one of the lodgings near BWI Airport.
